It is a scalloped black metal / tole tray with gold around the inside rim and depicts a bowl of lemons on a black and white diamond backroik  It was made in England for Ian Logan with the still life by artist Lucy Neil

The plate is vintage/antique and the stand is new

The foreground shows a woman sitting at a park bench reaching out to a little billy goat
